It's all back channel bullshit. Plausible deniability. To be honest, most schools imo don't report others because of the whole glass house theory. Everyone's crossing lines it just depends on the degree and how egregious it is. If tOSU was sloppy about it and any actual school official did the tampering you might well see action taken.
