It is a lower receiver for an AR-15 that isn't finished. Basically you have to mill out the trigger housing and then add the trigger and safety assembly. Here is the thing, since it isn't "finished" there is no S/N on it therefore it doesn't require registration. If you know someone (like me) that can do that you get yourself an off the books AR-15

i dont think our guns here in LA are registered with anyone. we dont need to mill our own lowers. my understandgin is that we just get approved as law abiding citizens that can own a gun and then we buy whatever we want and no recrods are kept. one of the many great things about LA
If you order a fully functioning lower they will send it to an ffl. Usually a pawn shop or dealer because it has the serial number on it and when you pick it up a record of the sale is kept. It is registered. If you order an 80% lower they can send it to your house because it isn't functional. It has no sn.
