Using the advent of scholarship limitations as a comparison would also require the NFL having to deal with Title IX issues. That's what led to caps on scholarships in the first place: Congress passing Title IX in 1972 and college administrators looking at "how do we fund this."
Trying to discuss this with you is useless. The whole purpose of the draft order is to try to force parity. The only thing akin to fluctuating draft order in college is scholarship limits. That is the only point I'm making.
