al Queda in "planning or operational stages" for attack against the US

    Any pre election terrorist attack by Al Quida would be planned with the goal of influencing the election to turn the voters toward ousting GWB and getting somebody in power who would not be as effective at fighting terrorism. They would much rather see Kerrey in office than Bush. Their success at getting a pro USA govenment in Spain ousted with the train bombings probably leads them to believe that the same tactics would work here.

    So whatever kind of attack they plan the question is the timing of the attack. An attack very close to the election would have the effect of rallying the American people around the president and result in an overwhelming victory for Bush. If they did it now it is 3 months until the election. Enough time for the public to get over the shock and become outraged and then to turn their anger toward the current administration if there were no visible progress in bringing the offenders to justice but still enough time for there to be a swift retaliation against those perceived responsible and allow the tide of public opinion to swing back to Bush.

    The Spanish train bombings occured about a month before their election. The pro USA faction was thrown out and a socialist govenment was elected. Shortly after that Spain pulled their troops out of Iraq. Will Al Quida follow the same timing as in Spain? That would mean late September or early October.

    A question I can only speculate on but that I hope our intelligence agencies know as fact is: Is Al Quida capable of planning an attack specifically targeted toward influencing public opinion and if so do they think the same strategy would work against the USA.
