You're right in that this is a new development. However, these past few years we've seen this happen more frequently.
The only state right now that's really holding on to its in=state talent is UGA and Kirby Goff is pulling out all the stops right now. While the pressure to state in-state is "unique" in the way it's applied in Louisiana it's getting really messy in Georgia right now.
(I suppose that understandable giving the fact UGA has little to point to within its program as a recruiting pitch ... it's not to the Ole Miss level, but equally as rancid, IMO.)
