    It almost looks leather... like what barbers used to sharpen their straight knives with.

    Or an old plane propeller if its wood.

    Iron/steel on the end. This tool stands alone, it is not a part of, nor connected to any machine.

    Was it a tool for cleaning out specific sized troughs (I'm thinking gold mining operation)? The metal end would be made to fit in the trough to clean mud or what-not out.

    Not at all related to cleaning, nor gold.. the end was not designed to fit into a trough.
