No he said that he didn't recommend prosecuting her even though laws were broken. He based it on not being able to prove her intent. Again everything he said is that he believes she was in violation of several laws but he didn't believe they could win in court. If you would bother to take the whole statement rather than parsing the last comment you'll understand. However it appears you're so blinded by the desire to give her a pass you'll ignore everything
BTW do you believe there is anything in this whole episode that says she is anything but a corrupt incompetent liar? How can you say she is worthy of the office after this?

Don't associate this jughead with a great AIC tune. He isn't worthy and you are 100% correct, you can't have classified info on a non classified system.
