    Lots of public pools don't allow them. They can increase chances for germs and contamination. Not to mention if I'm a lifeguard, I don't want all that extra weight and material if I am trying to rescue someone. It isn't uncommon for people who are drowning to struggle with the rescuer. No bueno.
