You cannot give more than 25 for any recruiting season so that is not true. You sign more than 25 as you may lose a few who don't qualify and/or talk a few into walking on their first year. The only time you are allowed to sign more than 25 is if you were under that total the year before then you can count incoming JUCO's against the previous years numbers since they can enroll in January.
