A grayshirt is given a spot in the next class - they will hold a spot for him. A walk-on maybe given a scholarship if one comes available - aka, if too many people don't qualify from a class/someone quits the team. There's no guarantee for walk-ons, and also there's an incentive for coaches to not give walk-ons scholarships until after 2 years.
