    He negotiated with Congress, supported it and lobbied liberal Ds to vote for it. HRC has supported it from the time it passed till she saw the Warren wing of the democrat party was a threat.

    He signed it. Nobody has disputed that Clinton signed the bill. The dispute was over Winston's misleading characterization of it as "A Clinton legacy", as if it was not written by Republicans, sponsored by Republicans, and passed by a Republican Congress.

    Bullshit Red you're trying to rewrite history. Clinton participated in every phase of the creation and passage of the bill. He didn't just just passively sign what was put in front of him. It is every bit as much of Clinton's legacy as welfare reform.
