Fiscally prohibitive. Too much money is earmarked for the refs, and the personnel in the NCAA and SEC offices. From what I heard back in December, pre-bowl season, it's the three already announced—Pasadena, New Orleans, and Miami—with Dallas, Atlanta, and Tempe taking the final three spots. It's strongly speculated that Dallas will host the first NC game. Year one: Pasadena and New Orleans with Dallas for NC. Year two: Miami and Central location (Dallas.) We'll see the Sugar, Rose, and the two to be announced host bowl games proceed as they normally have. Year three: Tempe and Atlanta. (Eastern and Western locales) We'll see the Sugar, Rose, Miami, and one host bowl continue with SOP.
