It wouldn't have mattered if Sean Payton or Bill Walsh had been OC. Miles would still have limited what they were allowed to call. Studwara was the OC at Bowling Green and his offense led the nation in passing.

 

I think I was thinking more on the lines of what they had O do - make a splash hire - it would have taken a little of the control from him. Sorry I wasn't specific, but you are probably right.
