You are talking about a different investigation there are multiple. I have always talked about Bobs which started based on information used from the FISA and used to start the FISA. The congressional one is optics. Nothing more.

Mueller's sole mission is to independently investigate and prepare a report to Congress I've said this before, tainted or not, Mueller's report does not have to meet any requirements or technicalities of the law, a judge cannot throw it out. Congress is not beholding to the law,.. they alone will determine what if anything needs to be done in regards to the report,.. and members can decide and vote based on anything they choose.
