ah, you're talking about traffic snarls being the reason, "Portland and Baton Rouge, top two places to never live". Yeah, Portland area traffic can be horrible, still worth it to live there. I lived in San Francisco and Los Angeles, think the traffic is better there?.. not.
Houston, DFW, New Orleans, Boston, Memphis and lots of other places have daily gridlock. I know how to get around Baton Rouge pretty well using the surface streets and avoiding the interstate at certain times but if I wanted to go west across the Mississippi River or east coming back there is no good time to cross other than late at night.
