Clemson....... 11 Alabama....... 10 Georgia.......... 9 LSU................. 8 Ohio State...... 8 That's 46%. By national signing day, we could see that number reach 50%. These are the only teams that legitimately have a chance at the championship the next 3-4 years.
I’d have to check the data, but I imagine it’s been similar for some time between whoever the powers were. There was a time I thought USC would dominate eternally. The tide changes over time, and once Saban is gone things will probably even out a lot.
I have a thread in the recruiting forum that shows where everybody stands since 2005. I haven't updated it for the past 3 recruiting cycles but I will. http://www.tigerfan.com/threads/top-12-football-programs-recruiting-2006-2017.122574/ I'll need to go back and calculate Clemson as I suppose they have finally made it easily into the top 12 by now.
I recently discovered this - https://247sports.com/Season/2019-Football/CollegeTeamTalentComposite/ Pretty interesting.
