In fact, what was voted down 99-0 was a bill introduced by Senator Jeff Sessions (R-AL) that hit the same end numbers that the President's budget does but contained none of the specifics, which obviously are key. Thus your argument is moot. Attached is the bill that Senator Sessions introduced for that 99-0 vote. this is what I mean by proof!
