They do not have carte blanche. All their facilities will be inspected by the IAEA, they will be accompanied by Iranians at military facilities but the IAEA will be in control.

First of all Israel is not our biggest ally, Britain, France and the Europeans are and they are with us, as well as our adversaries Russia and China, who we don't want cutting separate deals with Iran. And Israel is very mixed on the deal. Yahu is against it but the Israeli military is for it as well as many Israel citizens.

We couldn't tie the prisoners to the weapons deal for several very good reasons. One, it was an international deal not a unilateral deal, it was not our call. The deal had long been centered specifically on nuclear weapons and we rejected many Iranian attempts to add other conditions. We were in no position to start adding our own and lose Russia, NATO, and China. Two, if the prisoners were linked to a deal that fell through they would have been sunk. As it is we are still working on getting the prisoners released and have the precedent of the weapons deal to facilitate cooperation. Three, we can never let the holding of hostages influence our international diplomacy or it will be open season on Americans. Standard procedure before starting talks with America would be to take as many hostages as possible. We give them no incentive to do so by disregarding hostages before going to war or preventing war by treaty.
