I didn't mean the vision rule, I'm talking about contact right before or simultaneous with the catch. The same amount of contact is either called PI or not based on whether the defender turns to look for the ball, so the rule interpretation is still based on intent.
I re-watched it this morning before work. He was waving over his head as if to say the pass was un-catchable as the referee was saying the words personal foul. As soon as he took in what was being called he turns to Loston to ask him what happened. There are plenty of duhoh moments that Miles gives his detractors, this was not one of them.
To me in your example, the ref is just making a simple visual call. If the DB turns to look for the ball or not determines how much contact is allowed. Not sure how intent factors in since the DB either plays the ball or doesn't. In the PF call on Loston, some believe that he was flagged because he intended to hit the receiver. I have come around to the idea that the ref just blew the call and fell prey to the SC complaints.
It does matter if the worst officials in college football can now throw flags if they feel a player attempted to commit a penalty.
it's still a rule you can not stick your hands in a recievers face without looking back for the ball it is face guarding....DPI has 7 diferent classes that makes it dpi and yes facegaurding is one of them.
