Remember the price of oil and gasoline is a futures market. Most of the change is based on expectations on what the price will be in the future and expected supply and demand. Companies base price of refined product on what they expect the cost to be when they have to buy more not on what they paid for the raw product.
So if there is risk to either future production or demand the price will rise. At this time we have risk to both. The law of supply and demand always rules.
On the demand side we are seeing greater demand as we come out of Covid and the economy rebounds.
War is the greatest portion of today’s uncertainty and impact on prices. However Biden’s policies are not without significant impact too. Since his inauguration he has been doing as much as he can to limit production. From his executative orders to bureaucratic rules and in his and his administration statements he has been discouraging future production. This makes what is already available more valuable and adds to cost.
I would guess the ratio between Putin and Biden’s responsibilities is 70% Putin and 30% Biden.

Press Secretary for Defense John Kirby on that matter:

He said that the Pentagon had assessed the warplanes would not materially improve Ukraine's defense posture, while it would escalate the prospects of drawing NATO, of which both the U.S. and Poland are a part, into direct conflict.

I think that is a fair statement. We are either all in or not. No half measures.

Mike Armentrout: "The moral of the story is: I chose a half-measure when I should have gone all the way. I'll never make that mistake again. No more half-measures, Walter."

Do you understand the difference between correlation and causation? Your list does nothing to explain how or why of the pricing. Your conclusions are specious

My conclusions are FACTS. Do you understand those?
Can't believe you haven't blamed Trump. Don't over think it, wouldn't want you to hurt yourself.
Oh and here is some correlation/causation for you.
Trump Presidency - United States is a net exporter of energy
Biden Presidency- We are begging people that want to kill us to sell us some.
Think you can figure that one out?
