Biden put out EO's to pause & reduce activity. He is also working to stop new production in the Gulf and he instructs the US agencies to reduce new leases. All of this is being challenged in court, however the legal uncertainty and the added cost via Federal abuse has also aided in higher costs hurting minorities the most. In addition to this, he signed an EO stopping the Keystone.
