There are laws regulation the capacity of a building. Churches seem fine with not cramming 1000 tormented souls into a church that only holds 500. But doesn't God say, "turneth no one away from the house of the Lord. Accepteth all comers into thy holy building of worship." Pretty ambiguous. Maybe God is a lawyer.
