Of course, you have some inside knowledge of the program that nobody else has...because it's commonly reported from ALL sides, including Shep, that it was HIS idea to make the change to WR, and HE asked for it halfway thru LAST season. That said, I agree it was never the intention of this staff...or ANY BCS level staff...to let him play QB.
you know i really hate to say this, because i promised myself i wouldn't reference Jesus anymore, but Tim Tebow's freshman year, he didn't throw the ball until they played us. All he did was run. Jarrett Lee can run the option better than Jefferson can. So to the original poster, i don't think you are fishing. Why not? It can't be much worse. Hell even if he did throw the ball what is he going to do, throw a pick? Skip the ball to the receivers, hold on to it too long and take a sack? Scramble outside the pocket and run out of bounds behind the line of scrimmage for a loss of yards? Over throw the receiver? Throw the ball behind the receiver or at his feet? Throw for less than 100 yards a game? Have a terrible completion pct and qb rating? Wait........
You would think right? However we have an amzing coaching staff and well, to quote our HC, "I don't see anything that tells me that JJ can't run the option". Enough said.

Best thing they ever did for him. This coaching staff couldn't develop a QB if their lives depended on it. Shep is much better off at WR where he at least has a chance to develop as a player. I would like to see him run some option and wild tiger though.
We can not win the SEC with a running quarterback. Yes, I bet Shepard can run the option well. The problem is . . . the option can be stopped by fast SEC defenses. Especially if it is not complimented by a passing game. We have extremely talented receivers that need to see the ball for us to win against the SEC upper-tier. We have to find a passer. Forget the option. We won't see Shepard run the option unless it is inside the red zone as a change-up play.
