Pure speculation on my part but the Grand Jury is likely made up of 99% Tiger fans who know a snow job when they see one.
I think that's what was being intimated in the article. The GJ defers indicting and it's placed back in the DA's lap; he then tosses it, thus making him 'look good' for the upcoming election(s). It's why he sent it to GJ in the first place.
