These people have jobs but qualify for enough deductions that their tax liability has been reduced to zero. It is worth noting that the aforementioned deductions were implemented as part of the 2001 & 2003 tax cuts, which Romney claims he favors extending. How can these people be considered free loaders? 10.3% of current US citizens pay no federal income tax because they're retired and elderly. Many retirees are not taxed on their Social Security benefits. Are these people free loaders? 6.9% of current US citizens are non-elderly, have incomes less than $20,000 per year and are not paying the payroll tax. Further, Romney still hasn't proved that he is a tax payer. He continues to hide his tax returns so what else should we assume? Is he a free loader too?
