I don't know the protocol, but I would assume you get some kind of letter/correspondence from the clearinghouse telling you that you're cleared to enroll at the school you're interested in attending. LSU plays no part in that process happening. No part whatsoever. It's all up to him and his high school getting the proper information to the clearinghouse in a timely manner. So there's no such thing as an administrative official at LSU dropping the ball.

Pratt's high school coach, Lee Fedora, confirmed to Robert Cessna on KZNE radio Saturday morning that Pratt is taking official visits to other schools, including one visit this weekend. ... Fedora told KBTX News 3 that the Bayou Bengals are still actively pursuing Pratt, but Fedora said Pratt indicated to him that LSU was likely out of the picture.
Re: Dexter Pratt From a poster on TOS: This is what I keep coming back to. Is losing Pratt meaningful in anything other than a recruiting rankings sort of way? Is it as important as JJ or RR? Of course not. In fact, Allen is more important to this class. So, really this little drama is about pride - about being sore that a kid may be changing his mind about his future and LSU may not be where he wants to spend it. Michael Ford seems to me to be the real deal. Scott and Williams are both back next year. Allen is a beast, and Singleton seems to be switching. And Lache Seastrunk is the next great future Tiger on the horizon. If LSU lands LS, I think it's the same as RS this year - a defining addition to the 2010 class. I hope Pratt comes back to the Tigers - but if he doesn't, it doesn't change a thing. This is an awesome class, it will get better in the next month, and LSU football has all the tools in place for another amazing run. Just have to make it happen now.
