Nope, goes back to the major program vs. a small program. They can out recruit them in basketball but that is about it. They will get the leftovers and sprinkle in a couple great recruits in each class. Think of them like Southern Miss who get the leftovers from MSU and OM but are in nice recruiting grounds to get a few recruits from the surrounding areas. The city of Memphis has greater appeal, however.
