Sadly I have seen plenty of incidents like this and far worse. A Fraternity tends to look out for it's members, and cops are no different. It just usually appears to be worse because they are cops. And no, not all cops would do this, but plenty would. Enough that it has created a perception in some cities that has been earned.
This. Because of his "treatment" I would wager that he has failed to learn his lesson. This will lead to him doing it again at some point and chances are he won't be so lucky next time and at some point have to pay the piper. Fortunately no one was hurt and we can only hope that no innocent people are hurt the next time he gets tanked. Karma will find him.
