You have to expect some collateral damage when dealing with crazies. There were lots of non combatants in Hiroshima and Nagasaki but the bombings ended the war and saved lots of America lives that would have been lost in an invasion of Japan. If the leaders of ISIS are together in Raqqa we should eliminate the city and poof! No more ISIS.
Collateral damage is one thing. Intentionally targeting innocent civilians is another. Acceptable amount of collateral damage is obviously up to debate and was debated before 1944 although who knows if the perspective would have changed with the full understanding of the consequences. The question of ISIS and Raqqa would of course be a great opportunity to take out a terror organization but that's not the same as murdering known terrorists relatives if they have not been shown to have plotted or acted against our interests. One is collateral damage, the other is the murder of potentially innocent people.
