I 'get' that - when dealing with this much money, you may not be able to account for every penny, but we're talking about 95% $9.1B that has been looted or plundered. The DOD has a long history of not being able to account for anything. They are famous for plugging variances to balance their balance sheet, for understating expenses, and their budgeting practices are terrible. There is no control environment there, and until there is a decent understanding of internal control stuff like this will always happen.
