I thought that I had read the same as you in one other article. The popular belief is that it is the other way around. I.E. That he wanted LSU and his mother wanted him @ USC. But if his mom wants him @ LSU, this may explain why no LOI has been sent in.
He's retweeted publications today that said he's officially signed with South Carolina. Burch appears all in with Carolina. However, he's not 21 so he needs mom's signature to send in his NLI. I always thought it was 18 years old, but I looked it up you need a parent or guardian to sign if you're under 21. That's the only thing that makes sense right now. O I'm sure is still working on mom and Jordan since that's allowed until the NLI is sent in.
