Bush did the same thing and if there is another republican president anytime soon, he will do the same. 50-50 chance the senate stays blue and this ruling will be hell for any president. Republicans want to argue that the senate can virtually be in session at anytime, boy thats a bad rode to travel. There will never be another filibustre procedure on the books in the senate again. This is simply an exercise in procedures and semantics. It has nothing to do with an abuse of powers, Presidents have done recess appointments forever. Republicans are just trying to change the rules and define when the senate or if the senate is ever in recess because of who is the president right now.. im sorry the op doesnt understand this.
