    No I think the report statistics show there is a real problem. I think its more complicated than just being about racism, but that is surely part of the problem. I don't live there but my guess is there are several main issues that are all twisted together to cause the policing problem. It's hard to separate the racism element from the other elements causing the problems, and racism is the easiest one to blame. But if you could make racism magically go away tomorrow it wouldn't solve the whole problem.

    sure, because, in part, the effects of racism would persist.

    police, as public employees should be held to the highest standards, not the lowest, as it seems to be now.
