My first reaction would be "WTF?! What a waste of money." However, without the penalties for lying under oath, the justice system would crumble. Because we don't have 24/7 surveillance on us, we need credible witnesses and the only way to make sure they aren't lying is for penalties for lying.
You know, this would never have happened had Congress not decided to stick its nose into professional sports. Why do they care? Let the MLB deal with it themselves.
Politicians especially those in Congress lie to the American people all the time. They should be the last ones to throw stones at a liar IMO. Could you imagine being sent to prison for lying to a bunch of liars?
It's called purjery. The criminal justice systems relies on witnesses telling the truth. Without that the system would collapse. Also, Clements was not hauled before Congress against his will. He volunteered. It is amazing he volunteered to testifiy and then lied under oath. If he knew he was going to lie, why volunteer? Dumb.
