I know he is from Texas but he is an Indiana QB because he played for Purdue. Joe Montana was born in Pennsylvania but played for Notre Dame. Bob Griese was a Hall of Fame QB who was both born and played college football in Indiana. Superbowl lV winning QB Len Dawson was born in Ohio but played college football at Purdue. Earl Morrall who QBed the Dolphins through the undefeated 1972 regular season before Griese recovered from injury was born in Michigan but played for Purdue.

Probably has dual citizenship. I'm sure Purdue fans claim him as one of their own the same as we claim Matt Mauck as one of our own.
