Read the proposal, it's more like getting the NBA to do it for them. Realistically that's all they can do short of issuing 4 or 5 year scholarships and making the kids agree to stay. But then the good ones will just go overseas. No good answers.
It's all up to the NBA just like in football the NFL calls the shots and in baseball its MLB. The NCAA has no power whatsoever over any player who wants to leave. One and done is not a college rule. Players can leave after one year because the NBA deems it so. Any rule changes will have to come from the league.
Baseball has to pay to keep the minor league system going. G-League is only one league at one level. Financially it makes more sense for the NBA to keep using the colleges as a free developmental league rather than expand the minor system.
Conditions did say they would revisit if the league did nothing but she didnt say in what manner. Mainly because, as you say, they dont have one.
Heard on radio a few minutes ago. One thing was that if a player leaves after 1year the school wouldn't have that scholarship available for 3 years. That sucks. It just punishes the schools who can't stop a player from leaving.
