The ball clearly wasn't snapped before the clock went to zero, but I'm not sure when the ref actually signaled for it to start. A bigger issue to me is why the team wasn't at the line ready to go when the clocked stopped for the penalty? There was ample time for them to get a play signaled in and lined up while the refs were deciding what to do.
