The problem is Home owner #2, on limited income, decides to purchase about half a dozen smaller fixer-upper homes scattered throughout the neighborhood, with the intention of flipping them and turning a profit. Now, home-owner #2 is overextended, he can't complete construction on his own house, much less complete renovations to his other properties. Instead of cutting his losses by selling off his other properties and focusing construction on his own house, he decides to spread his finances among all of them. Now all his properties are in disrepair, including the one he started with down the street from home owner #1.
