some hand surgeries require exercise almost immediately after, like within just a couple of days, to heal properly. other require complete immobilization. i have no idea what kind of surgery he had/will have, but he could have had it and be going through therapy to get it to heal properly with no cast. i had one hand surgery that two days after surgery was being exercised, and had to get that immediate movement to heal properly, but i couldnt do much more than the basics. another surgery on the same hand had it completely immobilized for a couple of months and i couldnt do anything with it.
Read the rules. He has played this year, so unless the changed the redshirt rule back this year, if you play 1 down, you cannot be redshirted.

That's the way the rules read, just not the way they work. There is a lot of flexibility in the rules and it works out to if you do not play past game 3 you can get the redshirt. Happens every year to multiple players.
