Not yet, he is still working on it and there is a decent possibility he will be able to by the time fall rolls around.
He had a long way to go earlier this year because he was 10 points or so off his ACT score. Now he has a qualifying grade on the ACT and a point or so off his GPA.

Yes, it could be flagged. (I think increases of 6 points or higher are flagged) However, of he gets it turned in early enough it could avoid the problem and I am sure there are ways to early report these increases without much delay. Also, I do not know how many times he has taken the ACT. If he increased little by little after 3 or more attempts then it would not be flagged.
I would say very high. He is borderline on his grades so he still has some work to do his last semester to keep his grades in order. If the grades stay where they are now I think he will get a full 2009 offer and not a greyshirt.
