Hogwash. Laws against murder don't prevent murder from occurring, either. But they enable their legal pursuit and lay out the punishment that can be expected when a person breaks those laws.

One time PETA announced that they were going to protest the Grand Isle Fishing Rodeo. Something about hooks being cruel to fish.
