Oh I know when you get 4 inches in two hours it can't go anywhere. Have always tried to make people understand that when they complain and say the Parish needs to clean ditches, canals.

I was just talking about "normal" circumstances when it rains "a lot". And I may have had it backwards. Maybe hey start big and choke it down to hold it back? You'd probably know. He did dirt work for chainslike Taco Bell and played with drainage (as I'm gathering you do as well) in areas with a lot of of pre-existing slabs covering big areas.

I've got a funny story about drainage that I'll share since I'm stuck with my kids and mother in law and have noting better to do

I had a project in Carencro that was in a flood zone and abutted a drainage lateral. The city engineer decided I had to do a flood way analysis on my property. This analysis had about a 50/50 chance of killing my project from what I could tell. Basically the engineer had to design an analysis off of a 100 year flood event. Problem was, with the lack of available info, the analysis would cost about 10k which I would lose if it came out negatively. So For about three days I was trying to decide what to do. Well, I wake up on the third day and see on CNN the headline "massive flooding in Louisiana town. I clicked on it thinking nothing of it and it turned out it happened in Carencro. I think the storm actually was closer to a 500 year event. I was able to get what was essentially a real life study during the exact window that I needed it. So, I drove down, checked things out and talked to all of the neighbors. By the end of the day, I was 90% confident I would be okay and I was.

They can't cover it too long or they will kill the grass. I think they will use the drainage system for this hurricane rain. They will save the tarps for use on game day if any rain lingers.

Never heard of that. If you did that, the water would pond everywhere on the surface (i.e. "flood") and it would dramatically increase the velocity of the water that's in the pipes which would cause washouts at the outfalls.
