HOUMA – Officials say they’ve begun to solidify locations for relief and shelter throughout Lafourche Parish, which had undergone chaotic changes in the days after Gustav made landfall. Courtesy of confusion over when and where state and federal agencies were taking basic needs, supply points were constantly changing Tuesday and Wednesday. But the locations of shelters and relief stations as of Thursday will not likely change, officials say. Ice and tarps were available Thursday afternoon at the Galliano Wal-Mart and the Thibodaux High School stadium parking lot, and food and water will be on-hand as supplies come in. Food, ice and tarps were available at the Raceland Recreation Center. Two shelters have been established at Thibodaux High School and the Larose Civic Center, where supplies are readily available and outlets are available for anyone to recharge electronics. Officials say if necessary they’ll open additional shelters, but as of Thursday morning the two well were below capacity. Thibodaux High School, which is operating on minimal electricity and lacks air conditioning, held 70 of a maximum 750 people Thursday morning. The Larose Civic Center had air conditioning and 193 people of a maximum 350. Complete recovery is still distant, and Entergy has yet to pinpoint when electricity will be restored. The only official estimate they’ve announced is that the last light in the parish will come on in about six weeks, but most area power will come on before then. Fourth distribution site opens in Lafourche Parish HOUMA – A fourth distribution site for food and water in Lafourche Parish is now open at the Holy Savior Catholic Church parking lot in Lockport. This site will have ice, water, blue tarps and ready-to-eat meals. Other sites include: Thibodaux High School football stadium parking lot, Tiger Drive, Thibodaux. Raceland Recreation Center, 241 Recreation Drive, Raceland. Galliano Wal-Mart, La. 3235, Galliano. As of 2:30 p.m. today, the Thibodaux site had ice, water and blue tarps with meals on the way. The Raceland site had meals and ice left. The Galliano site had meals, ice and blue tarps.

But switching from generator energy to full power will cause a blackout of up to an hour at about 6:30 p.m. today before the campus is back up and running, said LSU spokeswoman Kristine Calongne. LSU officials worked nonstop with Entergy to ensure this transition is as smooth and rapid as possible, Calongne said. LSU has notified its students, faculty and staff via text message and broadcast e-mail.

1 La. hospital has no power; 1 damaged NEW ORLEANS (AP) -- The public hospital in Baton Rouge was all but closed Thursday by a switch that blew when the power company restored electricity lost during Hurricane Gustav. An hour's drive away, Thibodaux Regional Medical Center was the only hospital in five parishes with an open emergency room. But New Orleans hospitals, devastated by Hurricane Katrina three years earlier, were in good shape and expected to be back to normal by Monday, Dr. Robert Lynch, CEO of Tulane University Hospital and Clinic, said at a city news briefing Thursday. National Guard troops were being stationed at pharmacies to guard against looting, Police Superintendent Warren Riley said. After making landfall in Terrebonne Parish on Monday, Gustav caused severe roof and water damage to Leonard J. Chabert Hospital, one of about seven south Louisiana hospitals that evacuated all patients before the storm. Another 20 evacuated some patients, said Alan Levine, secretary of Louisiana's Department of Health and Hospitals. Levine said Houma's other hospital, Terrebonne General Medical Center, was closed because damage to the city's water system left it without drinkable water. He said the state was sending bottled water and the city valved off other areas to send as much water as possible to the hospital, but bacteria levels in the water remained too high. A free-standing emergency department, like the one set up in New Orleans after Hurricane Katrina, was being sent to Houma. In addition, a special needs shelter, for patients who are bedridden but not critically ill, was being set up at Assumption General Hospital, Levine said. The department also was working to set up several similar shelters in the New Orleans and Baton Rouge areas, he said. In the meantime, Acadian Ambulance Service urged people in St. Mary, Lafourche, Terrebonne, Assumption, and St. James parishes not to go anywhere but Thibodaux Regional in emergencies, because all other hospitals in those parishes were closed. "The problem is, lots of people don't call for an ambulance or can't get through, and they drive to ... (a) hospital and no one is there to help them," said Richard Zuschlag, president and CEO of the ambulance company. The one Baton Rouge hospital which weathered the storm unperturbed was one which had been half-owned by the Ochsner Medical System until January, when Ochsner bought the other 50 percent. On recommendation of preparedness staff at the main campus just outside New Orleans, CEO Mitch Wasden said, he rented a generator big enough to power the chillers when Gustav was still two days out in the Gulf of Mexico. "We were running on full generator power before the storm even hit the coast," he said. At Earl K. Long Medical Center, the public hospital in Baton Rouge, only the emergency room was open Thursday. It could handle only minor emergencies such as stitches, sore throats and bladder infections, said Dr. Kathy Viator, the hospital's CEO. All inpatients were moved Wednesday to other hospitals in the LSU Health Care Services Division, which runs Louisiana's public hospital system, including Chabert and Long, CEO Michael Butler said. Just when Long can reopen depends on whether a replacement is readily available for the 40-year-old switch or whether a new one has to be made, Levine said. He said River West Medical Center, across the Mississippi River in West Baton Rouge Parish, had to be evacuated because of damage from the storm. The state had worried Tuesday that as many as 800 patients might have to be evacuated from 12 hospitals in the area because their generators are meant only to keep critical systems running for a few hours and are not strong enough to run air conditioning. With evening temperatures and humidity both in the high 80s, that could be dangerous. The total wound up at about 200, Levine said Thursday. Baton Rouge General Hospital evacuated some critical care patients and a long-term acute care hospital run by another company at its midcity campus evacuated 27 patients because the hospital's generators don't power its air conditiners. Although Lane Regional Medical Center had said it was evacuating all 123 patients Tuesday night, Levine said he didn't know whether that turned out to be necessary - the state was able to get a supplemental generator to that hospital later that evening. Our Lady of the Lake Regional Medical Center, the area's biggest hospital, got back its power just as the staff finished a meeting Tuesday night about what it would have to do under various scenarios, spokeswoman Catherine Harrell said Thursday. "You should have heard the shrieks," she said. "Shrieks of joy. Literally."
T. Baker Smith operational, back in Houma on Monday The Houma-based headquarters of engineering firm T. Baker Smith ran into fairly little damage from Hurricane Gustav and should have a skeleton crew in by Monday, a spokeswoman said. The company is fully operational and for the moment working out of its Lafayette and Houston offices. It's a good thing: the firm is helping with survey work for some of Entergy's fallen power lines, spokeswoman Paula Schouest said. Generator power will keep the office going starting Monday, while the Thibodaux office come back in business when power returns, Schouest said. "TBS wants our valued clients and colleagues to know that through these trying times we are here to help you in any way," the company said in a release. At council meeting, a heated exchange but few answers HOUMA – Some Terrebonne Parish Council members expressed frustration today that they haven’t been kept better informed about disaster-recovery efforts in the parish. The argument came a day after it was revealed that Claudet had given up leadership of the parish’s hurricane response and recovery efforts and ceded control to Sheriff Vernon Bourgeois. Parish Council Chairman Clayton Voisin and Claudet exchanged heated words at an emergency meeting of the Parish Council this morning. “You have not met with me, as council chairman, since we’ve had the storm,” Voisin said. Councilman Alvin Tillman made similar remarks. “We’re here, we want to help,” Tillman said. “But we can’t help you if we’re not inside the loop.” Claudet apologized for what he called a widespread communications failure that hamstrung the Office of Emergency Preparedness when telephone and cell-phone lines failed. So bad was the communication, he hadn’t even gotten in touch with family members. “Truly, we’ve been running around like chickens with our heads cut off,” he said. Once the phones came back on, he said, “all hell broke loose” as officials worked to respond to myriad callers. “No one can prepare for something like this,” he said. “It’s impossible.” Claudet pledged better communication and explained he’d meet with the council at 11 a.m. each day and information would be available from twice-daily news conferences at 10 a.m. and 4 p.m. After the meeting, Claudet and Voisin explained some of the ongoing recovery plans. Seventy five generators are on their way to help get power started at key locations like hospitals and police stations. Work is under way to get sewer systems operating and to pick up debris. But the 90-minute meeting provided few details about when or how services like garbage pickup would resume, when more than 2,500 residents buses to evacuation shelters across several states might return home, when an entire parish that lacks power might have electricity restored or when FEMA will arrive with loans and other assistance aimed at getting residents with damaged homes back on their feet. Asked later by a reporter, Claudet refused to say or give an estimate of how much of the parish water or sewage system was out or when it would be restored, saying assessments were still ongoing. Asked for his assessment of the leadership in the wake of the hurricane, Voisin said, “I think the recovery is going well at this point.”
