Multi-million dollar settlements with the victim's family has a way of making the years a fair prison sentence disappear. I think a couple of reasons Cecil's sentence was so steep is because, if I'm not mistaken, he was still on probation from the LSUs b/e, plus the apartment he broke into was that of a woman that he said he wanted to 'watch sleep'. C R E E P Y Although he was not convicted of any type of sexual assault, this was the 3rd break in he committed involving a women alone at the time. It seems like the likelihood of some type of assault occurring increased with each one. Maybe the steep sentence was the prosecutor's way to see that that didn't happen?? I have no way of knowing this for sure. It's a total guess on my part, but seems logical.
