Gerrymandering has been around since the beginning of the republic. It is and always has been a bipartisan sport. In fact the term comes from 1812 when Elbridge Gerry a DEMOCRAT did it in Massachusetts. https://en.m.wikipedia.org/wiki/Gerrymandering Today the democrats are paying for Obama's failures. They lost over 1000 state, local and federal offices during his 8 years. Most were not due to gerrymandering but provided the republicans the means to do it. Congressional seats are established by state legislatures and are given wide latitude in their selection. Modern gerrymandering can be traced to the mandated establishment of minority districts for congress. This required the use of let's say creative design to fashion enough black majority districts to satisfy the Supreme Court rulings. Of course the unintended consequence was that the remaining districts were whiter and more conservative. Not only that but by giving leave to create non traditional districts it allowed more gerrymandering for partisan purposes. The result is that opposition constituents are packed together to reduce their ability to influence multiple districts. As I said it's a bipartisan effort as the democrats did it in California and other liberal states in the '70's and 80's. They also brought it on themselves by their poor showing in local elections. I make no apologies for what has happened and if the democrats whine they have only themselves to blame.
i would say this... all districts should be pretty much a square or rectangle not these damn districts that crisscross a state just to give someone, Republican or Democrat, an advantage, or to ensure that every skin color is represented. However in doing so your going to end up with some districts which are entirely white and some which are entirely black and some that are entirely Hispanic. we would just have to accept that as a consequence for having our elected rep physically close to where you live.
They should limit senators to 2 terms for a max 12 years and congressmen to 4 terms for no more than 8 years. Limiting the number of senators and representatives would only make it easier for special interests to know who to bribe.
This only increases the number of honking great permanent perks for the increased numbers of bodies. And the new ones bribe just as well as the old ones. Need to work on making it impossible to bribe them.
