there is no evidence that the virus's characteristics have changed. the estimated reproduction number for this outbreak is the range of the previous ones. what has changed is the population. these w african countries have never seen ebola so there is no protection in the pop. central african countries have seroprevalance of 10-20%. plus this is the first time ebola has really been in urban areas. plus the healthcare systems in these countries were slower to recognize ebola and less equipped to handle it than central african countries. it is possible that the virus has changed but we won't really know until some pretty intense research has been done. it'll take years to make appropriate mutants and characterize them.
We have enough non-experienced, ass kissing scam artists in Washington. We don't need another. Do you know anything about ICS or the NIMS system? People are put in a position based on their expertise and experience. This is an Ebola incident. Not a fucking solar panel scam.
Well, I know a bit more about incident management than you know about Solyndra, apparently. Look, these czars don't engage in operational activities. They don't replace NIMS policies or personnel. What they do is solve political problems at high levels between agencies and states. And you know that there are often jurisdictional issues, items that fall between the cracks, and disputes between agencies during crises. The czar has the political clout to settle these problem quickly. He has the authority to solve logistical bottlenecks and get over bureaucratic hurdles. One of his biggest responsibilities will be keeping the President, the Congress, and the media informed and keep politicians from micromanaging the operational efforts and keep them off the backs of the incident response professionals so that they can do their jobs.
Then he should be placed over the legal branch not the whole incident. A well qualified Doctor should be running the incident. From his position as the IC he can make appointments to deal with logistical, political, media, and legal matters. Lawyers are only good for damage control after something goes wrong and intimidation. Klane would be more suited for the position as a political liaison.
That's what a czar is . . . a high-level political liaison. These czar type posts have the ability to go outside of formal channels and find creative solutions for ad hoc problems, the ability to involve a lot of government players in big issue decision-making, and the ability to get a huge bureaucracy moving in the right direction. The best ones do not micromanage the operational specialists. In fact, they often take a lot of political heat off the professional incident managers and onto themselves.
