sure but its more complicated than that. just because someone marks a document classified doesn't mean it is classified. there are relatively few that can definitively classify (oca), everyone else should refer to reference documents. that often isn't done properly.

 

HRC had the ability to set the classification as SecState and anyone she has deemed in writing.
