Yes, that's how the law works. You don't arrest and convict someone on gut feelings and determinations that certain actions seem like crimes. You arrest and convict someone based off of crimes committed against the letter of the law.

This is compelling but I guess her argument to this would be that the items were never classified. If she should have classified them and didn't, she didn't break this law. She broke what seems to be a rule on how top secret classification but not this law necessarily. I guess we'll find out when the investigation is over. I would love nothing more than an idictment just before the democratic convention but I'm with NC, I just don't think it's going to happen.
