I'm thinking its Reverand Tuttle who is behind it, and no one wants to prosecute which causes the rift between Chole and Hart, Hart being the one that kisses the brass's ass, Hart gets promoted and that's why he looks all clean cut, Chole couldn't take it and that's why he is in the state he is in currently.
Something of note is that 1 person wrote the entire series and 1 person directed the entire series. I know that we're only three episodes in, but each episode just runs seamlessly into the next and it because of the consistency in writing and directing. I recall reading a tweet from the writer/creator who explained that episodes 1-3 were Act I, episodes 4-6 were Act II and episodes 7-8 were Act III. I think we will see a new direction with this next episodes, continuing off of where episode 3 left off.

I don't think I could agree more. The dialogue is great, this is by far MM's best work. Harrelson he is fantastic anyway.
