For a sitting General and highest ranking military member to call an enemy and assure him we weren't going to attack, then tell that adversary that we would let him know if and when we were going to attack is against Article III, Section 3 of the Constitution. Loose cannon = mentally unstable If Pence and the Cabinet had done their job and removed Trump, then I would agree on Article III, Section 3. But they did not do their job. The Constitution assumes a President that is fit for office.
